In 2007, Edith Fuentes, a zoning administrator and head of the Community Development Department (maps and zoning), found that her functions as the highest ranking hearing officer started to become reduced. In 2010, her job title and description was changed to planning administrator and the following year, she was demoted to planner, which came with a 30-percent reduction in salary. Fuentes challenged the demotion, retained counsel, and the matter of her employment went to a Civil Service Commission hearing in the city of Glendale. Fuentes argued that her demotion was unreasonable, as she had been a model employee for over 25 years, achieving the highest rank of zoning administrator. She claimed that the actions of the city of Glendale, which started with the removal of her duties and functions in 2007, caused her to take a disability leave due to stress, as well as other work-related . She also claimed that the city could not prove any basis or cause for her demotion. Fuentes argued that any reasons the city had for her demotion from planning administrator to planner were based on alleged incidents back in 2006 and 2007, and that the city failed to provide her anytime to rectify the alleged infractions. She also argued that the city failed to follow any due process through the department. The city contended that Fuentes’ demotion to planner was based on legitimate business reasons due to declining quality of work. It claimed that Fuentes showed a lack of understanding with permit requirements and held inappropriate meetings with clients., Fuentes could not make a case for damages at the hearing, but argued that her demotion would result in roughly $400,000 in lost earnings due to her reduced salary, which earned her $3,800 less per month. She further claimed emotional distress due to conduct by the city, including abrasive performance reviews.
