On Jan. 15, 2017, plaintiffs’ decedent Sinuon Pream, 37, was pushing a shopping cart and waving a small knife near the Veterans Administration Hospital in Long Beach when she was approached by Long Beach police officers. Pream allegedly refused repeated orders to drop the knife and approached the officers. The officers initially used a stun gun but then fired eight rounds. Pream was struck seven times and subsequently died. The decedent’s parents, San Pream and Yoeun Ven; two adult daughters, Joanna Ly and Jocelyn Ly; and two minor children sued the officers’ employer, the city of Long Beach. They alleged that the officers used excessive force in violation of the decedent’s civil rights and that the city was liable for the officers’ actions. Plaintiffs’ counsel contended that the decedent suffered mental illness and that the officers should have done more to de-escalate the situation. Counsel also noted that an autopsy showed three bullet wounds to the decedent’s back. Defense counsel contended that the officers’ use of force was reasonable under the circumstances, as the officers felt an immediate threat to their lives., Sinuon Pream sustained seven gunshot wounds, including three to her back. She died on Jan. 15, 2017, either at a hospital or on her way to a hospital. She was 37 years old. The decedent was survived by her parents and four children, two of whom were minors at the time of the incident. The decedent’s family sought recovery of wrongful death damages for the loss of Pream.
